Mission

The Ryan White HIV Care Program provides persons living with HIV/AIDS access to culturally and linguistically appropriate outpatient health services; AIDS Drug Assistance Program (ADAP) medications; oral health care; health insurance premium and cost-sharing assistance; housing services; medical nutrition therapy; medical case management services including treatment adherence services; medical transportation; emergency financial assistance; and non-medical case management services. HIV/AIDS disproportionately impacts low-income persons and minorities.

What We Do

The Ryan White AIDS Drug Assistance Program (ADAP) is a federally funded program administered by the Executive Office of Health and Human Services. The program provides FDA-approved HIV drugs to low-income people who have limited or no coverage from private insurance or Medicaid.

The ADAP program provides only HIV drugs that are listed on the ADAP Formulary. The RI Executive Office of Health and Human Services and the AIDS Clinical Task Force work together to determine which drugs are listed on the formulary, considering issues such as patient needs and funding availability.

To be eligible for the program, a person must be a Rhode Island resident, must have a documented HIV diagnosis, and have an income less than 4 times (400%) the Federal Poverty Level (FPL). For example, for a family of one, 400% of the poverty level for 2014 is $46,680. To apply for ADAP, the health care provider and the patient must complete an ADAP Application Form and fax it to the Executive Office of Health and Human Services. EOHHS staff will determine the patient's eligibility for the program and contact the patient and their health care provider to inform him/her they are enrolled in the program. For most people, enrollment into ADAP takes less than 48 hours.
