EOHHS Eligibility Pathways for Uninsured Elders and Adults with Disabilities

If you DO NOT have Medicare or another form of health insurance, you may be eligible for Medicaid services through one of the following pathways:

Pathway One Pathway Two Pathway Three
If your income is at or below 100% of the Federal Poverty Level (FPL) as shown here in the Federal Poverty Level Guidelines PDF and your resources (savings) are less than $4,000 (single person) or $6,000 for married couple. If you are receiving Supplemental Security Income (SSI) benefits, you automatically qualify for Medicaid. Information about how to apply for SSI is available on the U.S. Social Security Administration (SSA). If your income is above 100% of the FPL, but you have high monthly health care expenses, you may qualify for "flex test" eligibility. We will subtract these expenses from your income over a six-month period. This may reduce your income to fall within Pathway One eligibility guidelines. Flex test eligibility is re-determined every 6 months.
